MD-RA CONSTRUCTION PROCESS

1. FILE LETTER OF INTENT WITH MD-RA INSPECTION SERVICE
   Forms are available by:

MAIL
DOWNLOAD FROM MD-RA SITE

This step ensures that your project is legally accepted by the Minister, and that a file is opened for your project.
Supporting Documents:
If the project is a re-sale (not from the original supplier of the kit or plans), you must provide a bill of sale or a release signed by the vendor giving MD-RA permission to release information to the new purchaser. Please ensure the make, model and serial number are clearly indicated.
If you wish to include drawings or other documents in your file, we will be glad to do so, but we do not require it.

IMPORTANT NOTE RE MAJOR PORTION RULE
This is required when:
1. The kit is not published on the list of eligible aircraft.
2. You are basing an aircraft on an existing model and / or using recycled parts. NOTE: See the Documents page for the rules concerning conversion of Certified Aircraft.

It is not required when:

3. The kit is published on the list of eligible aircraft.
4. You are building strictly from plans and materials.

What it is:
The inspector will complete a checklist at your shop, checking your kit / materials against it. If your project as presented does not meet the major portion rule, you will be required to adjust the work plan to the point where it does, otherwise the project will not be eligible for registration as an amateur built aircraft.

2. PROCEED WITH CONSTRUCTION

3. FIRST INSPECTION
This will be a  Pre-Cover inspection.  First, you must have a Letter of Intent on file at MDRA.  You may use the online Inspection Request form if you have already registered on the internet, or download a paper form from the Documents page and submit it to MD-RA INSPECTION SERVICE , with payment.
Upon receipt of payment, MD-RA will process the form, and send out the required documents to you and the inspector. It is then up to you to call the inspector to arrange an appointment.
You may wish to have only one or two components inspected, rather than the complete aircraft.  The balance of the aircraft can be done on a subsequent inspection.  When the all components have been completed and inspected, the inspector will indicate on your inspection report that the aircraft is eligible to proceed to final inspection.
In either case, when the component is passed, the inspector will indicate on the inspection report that covering is approved.  In some cases, aircraft can take two or even three inspections to meet the pre-cover requirement. This is more costly than a single pre-cover inspection, but is sometimes unavoidable, for many reasons.

Note:.     All aircraft, including helicopters,  which have an enclosed engine compartment must have a firewall installed between the cabin and the engine compartment.

All Aircraft:

Components which will become an enclosed area upon completion are subject to pre-cover inspection.

Exception: Exemption to Standard 507,Part 1, Procedures, Inspection Requirements, Para 4, Information Note. Assemblies closed in at the factory by the original kit supplier are not subject to pre cover inspection.
See the Exemption Document Here

4. FINAL INSPECTION
1. The final inspection is to be done when the aircraft is fully complete, fuelled, and in all respects ready for flight.
2. The inspection must be performed at the declared base of operations for the aircraft.
3. Before the inspection can be done, the builder must obtain the Certificate of Registration (C of R) from DoT.

Procedure:
1. Submit the Inspection Request to MD-RA INSPECTION at least 2 months in advance of the anticipated inspection date, to leave time to get the C of R . You will be sent the required documents, to make application, as well as the other documents for the inspection. At this point you could set up an inspection date with the inspector.
2. Once you have the C of R, you can let the inspector know , and you can finalize arrangements.
3. When the inspection has been done, the inspector will leave you with a copy of the Inspection Report, with any deficiencies listed. You must correct these, and sign the report as having done so, before your flight authority can be issued.
4. NOTE: The inspector will not release the flight authority at this time. The inspection documents will be sent to the MD-RA Regional Rep for your area. The flight authority will be released when all deficiencies are corrected and the paperwork meets standard.

AFTER THE FINAL INSPECTION
You will receive your flight authority from the MD-RA Regional Representative, and you can then proceed to the flight test stage. Once the flight authority has been issued, MD-RA’s mandate with respect to your aircraft is over. Your file is sent to the DoT in your region, and you must co-ordinate further regulatory requirements with them.
When you complete the 25 hour test period, you must submit the following to your local TCC (Transport Canada Centre) to have your operational conditions modified:

  1. Climb Test report ( the inspector will have left you the forms)
  2. Proof of a minimum of 25 hours of trouble free, continuous Air Time.  (Aircraft Journey Log).
  3. Letter requesting re-issue of the Special Certificate of Airworthiness with new operational conditions
  4. The original Special Certificate of Airworthiness.

Note that the above is a guide only – If you have any questions, please call us.

IMPORTED AIRCRAFT
You may import a fully constructed amateur built aircraft from a foreign jurisdiction under certain circumstances (See the Documents Page for the complete reference).  The process entails:

  1. File letter of intent, indicating that you will be importing the aircraft.
  2. Submit certain documents to MDRA for review to establish whether or not the aircraft is eligible for import. (See Documents page- for the full list and also the Fee Schedule for the fee for this service).  You will be advised by the MDRA reviewer as to the results of the review.
  3. When the aircraft is deemed eligible, submit an inspection request for an Import inspection. Upon receipt of payment, MDRA will send out the required documentation to you and to the inspector to facilitate the process.
  4. As with a Final Inspection, you will be required to obtain a Certificate of Registration prior to the inspection.
