MD-RA CONSTRUCTION PROCESS  


1. FILE LETTER OF INTENT WITH MD-RA INSPECTION SERVICE

This step ensures that your project is legally accepted by the Minister, and that a file is opened for your project.
Supporting Documents:
If the project is a re-sale (not from the original supplier of the kit or plans), you must provide a bill of sale or a release signed by the vendor giving MD-RA permission to release information to the new purchaser. Please ensure the make, model and serial number are clearly indicated.
If you wish to include drawings or other documents in your file, we will be glad to do so, but we do not require it.

IMPORTANT NOTE RE 51% INSPECTON (MAJOR PORTION RULE)
This is required when:

2. You are basing an aircraft on an existing model and using recycled parts.

4. You are building strictly from plans and materials

What it is:
The inspector will complete a checklist at your shop, checking your kit / materials against it. If your project as presented does not meet the major portion rule, you will be required to adjust the work plan to the point where it does, otherwise the project will not be eligible for registration as an amateur built aircraft.

3. FIRST INSPECTION
This could be a Sub Assembly*or a Pre-Cover*. First, you must register and complete the online Inspection Request form and submit it to MD-RA INSPECTION SERVICE , with payment.
MD-RA will process the form, and send out the required documents to you and the inspector. It is then up to you to call the inspector to arrange an appointment.
*Definition:
A sub assembly inspection could be:
Inspection of a sub component or sub assembly such as a box spar.
Inspection of a portion of the aircraft-such as the empennage or perhaps the wings only.

In either case, when the component is passed, the inspector will indicate on the inspection report that covering is approved. A sub assembly counts toward the pre-cover requirement for the aircraft.
In some cases, aircraft can take two or even three sub assembly inspections to meet the pre-cover requirement. This is more costly than a single pre-cover inspection, but is sometimes unavoidable, for many reasons.
A pre-cover inspection as we refer to it involves inspection of the full aircraft, not just a component or sub structure.

Note:
1.     Helicopters are subject to an interim inspection as well as the final.
2.     All helicopters which have an enclosed engine compartment must have a firewall installed between the cabin and the engine compartment.
All Aircraft:

3.     Components which will become an enclosed area upon completion are subject to pre-cover inspection.

4. FINAL INSPECTION
1. The final inspection is to be done when the aircraft is fully complete, fuelled, and in all respects ready for flight.
2. The inspection must be performed at the declared base of operations for the aircraft.
3. Before the inspection can be done, the builder must obtain the Certificate of Registration (C of R) from DoT.

Procedure:
1. Submit the Inspection Request to MD-RA INSPECTION at least 2 months in advance of the anticipated inspection date, to leave time to get the C of R . You will be sent the required documents, to make application, as well as the other documents for the inspection. At this point you could set up an inspection date with the inspector.
2. Once you have the C of R, you can let the inspector know , and you can finalize arrangements.
3. When the inspection has been done, the inspector will leave you with a copy of the Inspection Report, with any deficiencies listed. You must correct these, and sign the report as having done so, before your flight authority can be issued.
4. NOTE: The inspector will not issue the flight authority at this time. The inspection documents will be sent to the Chief MD-RA for your area. The flight authority will be issued when all deficiencies are corrected and all the paperwork meets standard.

AFTER THE FINAL INSPECTION
You will receive your flight authority from the MD-RA Chief, and you can then proceed to the flight test stage. Once the flight authority has been issued, MD-RA’s mandate with respect to your aircraft is over. Your file is sent to the DoT in your region, and you must co-ordinate further regulatory requirements with them. When you complete the 25 hour test period, you must submit the climb test ( the inspector will have left you the forms) to DoT to have the restrictions removed from your flight authority.
