Legal Responsibilities and Powers
"Crown" refers to the government, particularly the executive
branch, that is, the Prime Minister and the Cabinet Ministers who
direct the work of the civil servants.
Transport Canada Civil Aviation (TCCA) inspectors and MD-RA inspectors
are both "servants of the crown". MD-RA Inspectors are
regarded as Crown agents to the extent that they act on behalf of
the Crown.
Delegation of Authority: The minister delegates his authority to
inspectors, allowing them to peform their duties.
The acts of external delegates are, like the acts of employees committed
within the scope of their employment, deemed to be the acts of the
Minister.
